Winter Sewer Rate Averaging

Posted on November 20th, 2025

Winter averaging is a method used to bill residential accounts for sewer services. Winter averaging uses water usage data from bills issued during winter months (December- February) that is typically considered to be the lowest water usage months. To save money, monitor your water usage during the winter months because that is used as the basis to calculate the sewer portion of a customer’s utility bill for an entire 12-month billing year. For example, a residential customer that uses 300 cubic feet of water in December, 200 cubic feet in January and 100 cubic feet in February would average out to 200 cubic feet of water during the winter months of December, January and February and their sewer bill for the entire year would be $54.45 per month.
